Southeast Iowa Link (SEIL) is a Mental Health & Disability Services (MHDS) Region comprised of Eight counties. Each county has a local access office where people may apply for service funding, receive referrals and get questions answered. The local Coordinator of Disability Services (CDS) or other staff is available to assist applicants.

Adult Diagnostic Categories age 18 and over

• Mentally Illness (MI)

Children’s Diagnostic Categories up to age 18

• Children’s Behavioral Health (CBH)
• Serious Emotional Disturbance (SED)

Eligibility Criteria Includes:

• At least 18 years of age
• Lawful resident of Iowa
• Meets income guidelines of 150% Federal Poverty for most services
• Meets resource guidelines of $2,000 per individual / $3,000 per household
• Has a diagnosis of Mental Illness, Intellectual Disability or Developmental Disability (may have other co/occurring diagnoses)
• Completes a Mental Health & Disability Services MHDS Application with a local access staff and participates in a functional assessment, as coordinated by an Integrated Health Homes (IHH) or case management, supporting the need for services.

Mental illness, also called mental health disorders, refers to a wide range of mental health conditions — disorders that affect your mood, thinking and behavior. Examples of mental illness include depression, anxiety disorders, schizophrenia, eating disorders and addictive behaviors.

According to Johns Hopkins, an estimated 26% of Americans ages 18 and older — about 1 in 4 adults — suffers from a diagnose mental disorder in a given year.

Many people suffer from more than one mental disorder at a given time. In particular, depressive illnesses tend to co-occur with substance abuse and anxiety disorders.

Approximately 9.5% of American adults ages 18 and over, will suffer from a depressive illness (major depression, bipolar disorder, or dysthymia) each year.
